The present invention enables an unmanned aerial vehicle to fly to a destination in a safe path. A processor included in at least one of the first control unit (11) and the second control unit (21) generates a route that preferentially flies on the road and the waterway on the basis of the current location, destination, and map information of the unmanned aerial vehicle (20). Further, the processor controls the flight of the unmanned aerial vehicle (20) according to the generated path.
