The invention discloses a mass center control system for a flapping rotor aircraft, and the mass center control system comprises a counterweight sliding block and a sliding block driving assembly which is used for driving the counterweight sliding block to move on a sliding plane so as to adjust the position, the sliding block driving assembly comprises a first driving mechanism capable of driving the balance weight sliding block to move in the first direction and a second driving mechanism capable of driving the balance weight sliding block to move in the second direction, and the straight line where the first direction is located does not coincide with the straight line where the second direction is located. The invention further discloses a flapping rotor aircraft. The flapping rotor aircraft comprises the mass center control system. The mass center control system and the flapping rotor aircraft have the advantages of being simple in structure, light in weight, good in environmental adaptability, high in control efficiency, high in reliability, free of a reaction torque mechanism and the like, and flexible flight in multiple directions can be achieved.
