The intelligent deflection control system comprises a single-chip microcomputer system, a track sensing system, a satellite positioning system, an embedded self-learning system and a headlamp deflection system. The single-chip microcomputer system is electrically connected with the orbit sensing system, the satellite positioning system and the embedded self-learning system. The invention further discloses an intelligent deflection control method for the locomotive headlamp. The intelligent deflection control method comprises the following steps: S1, acquiring basic satellite positioning data of a train; s2, performing self-learning correction on the track data information model obtained in the step S1; s3, referring to accurate position information of a specific mark position on a train track; and S4, realizing locomotive headlamp deflection control by using the track data model after self-learning correction in the step 3. The method has the beneficial effect that a more accurate direction angle for steering control of the vehicle lamp can be obtained.
