The invention discloses a device and method for taking and placing a spare tire, the device comprises a fixed seat, a lifting support and a steel wire lifting rope, the fixed seat is fixed on a movable mechanism of a vehicle in advance, the fixed seat is detachably connected with the lifting support, the lifting support is detachably connected with the steel wire lifting rope, and particularly, the movable mechanism is composed of a variable-amplitude oil cylinder and a telescopic arm. When the spare tire needs to be taken and placed, the flow of hydraulic oil is controlled by operating the opening degree of the handle so as to control the variable-amplitude oil cylinder, then the speed of lifting the spare tire is controlled, the lifting and retracting actions of the variable-amplitude oil cylinder are controlled by operating the forward direction and the reverse direction of the handle, and then the ascending and descending of the spare tire are controlled. The taking and placing device serves as a vehicle-mounted accessory, the spare tire is installed only when the spare tire needs to be taken and placed, the structure and a driving device of a vehicle are utilized for taking and placing the spare tire, the difficulty of manual taking and placing of the spare tire is lowered, and the efficiency of taking and placing the spare tire is improved.
