The invention relates to an energy management system and method for a hybrid electric vehicle composite energy storage system, and the system comprises an obtaining module which is used for obtaining traffic situation data; the prediction module is used for performing vehicle speed prediction by using a neural network according to the traffic situation data to obtain predicted vehicle speed information; the vehicle demand power module is used for determining vehicle demand power according to the predicted vehicle speed information; the distribution module is used for distributing the power of a power battery, the power of a super capacitor and the power of a fuel battery by utilizing a DDRG reinforcement learning algorithm according to the required power of the vehicle to obtain a power distribution result; and the control module is used for controlling the hybrid electric vehicle composite energy storage system according to the power distribution result. According to the invention, the optimization of energy distribution is realized by coordinating the energy distribution among the fuel cell, the power cell and the super capacitor.
