The submarine personnel underwater escape device comprises a vertical capsule-shaped cabin body and a cabin door, a disc is arranged at the bottom in the capsule-shaped cabin, a cavity is formed between the disc and the bottom in the capsule-shaped cabin, a motor output shaft is fixed to the disc, movable handles are fixed to the two sides of the top in the capsule-shaped cabin, a lighting lamp and a camera are fixed to the top in the capsule-shaped cabin, and a balancing weight is fixed to the bottom outside the capsule-shaped cabin. Counterweight water absorption sponges are arranged at the outer bottom of the capsule-shaped cabin body and located on the two sides of the balancing weight respectively, a hanging ring is fixed to the bottom of the balancing weight, and an angle sensor is fixed to the outer side of the capsule-shaped cabin body. The angle sensor detects the relative rotation angle of the capsule-shaped cabin body; the controller controls the motor to rotate reversely based on the rotation angle so as to enable the disc to rotate reversely by the rotation angle; the GPS positioning module is used for positioning the current position of the capsule-shaped cabin body; the camera shoots the internal condition of the capsule-shaped cabin body; and the controller transmits the current position information and the internal condition of the capsule-shaped cabin body to an external rescue control center through the wireless communication module.
