A driver monitoring system configured to monitor performance of a driver of a first vehicle system in wireless communication with the driver monitoring system. The system includes a vehicle database including vehicle records associated with a plurality of vehicle systems, and a vehicle server including a driver behavior module that receives first event data captured by a plurality of sensors from a first vehicle system. The first event data includes a first event time and a first event location. The server identifies a first driver behavior associated with the first event data. The server uses the first event time and the first event location to identify in a vehicle database a plurality of neighboring vehicles in the vicinity of the first vehicle system, and determines an average value associated with the first driver behavior from the vehicle record.
