The invention relates to the technical field of elevators, in particular to an anti-overturning safety monitoring control device and method for a construction elevator. Four supporting legs are connected with a mounting plate, four outer cylinders are connected with the mounting plate, and four damping springs are connected with the four outer cylinders. Four first limiting blocks are connected with the four damping springs, and four inner cylinders are connected with the four first limiting blocks. Four fixing columns are connected with the four inner cylinders, and a workbench is connected with the four fixing columns. Four locking columns are connected with the mounting plate, and a control mechanism is connected with the workbench. The workbench is fixed to the mounting plate through the fixing columns. The inner cylinder between the workbench and the mounting plate transmits vibration generated when the workbench ascends and descends to the damping springs in the outer cylinders, and the damping springs absorb the vibration for damping, so that the problem that when the control mechanism on the workbench is in safety testing, the stability of the workbench is influenced by vibration generated by lifting of the workbench driven by a cage of the construction elevator is solved.
