The invention discloses a vehicle-mounted carbon dioxide phase change circulation heating system, a circulation method and a vehicle-mounted heater. The heating system comprises a battery bin group, a vehicle-mounted engine, an air compressor, at least two liquid CO2 storage tanks, evaporators, booster pumps and condensers, wherein the at least two liquid CO2 storage tanks are arranged in parallel, and the liquid CO2 storage tanks are connected with a pressure gas source; the evaporators are connected with the liquid CO2 storage tanks correspondingly; the booster pumps are connected with the evaporators; and the condensers are connected with the booster pumps so as to receive the CO2 steam exhausted by the booster pumps and transmit latent heat through the surfaces of the pipe walls of the evaporators, and the latent heat is absorbed by a secondary refrigerant flowing through the surfaces of the evaporators so as to complete the temperature rise of the secondary refrigerant. According to the heating system, the liquid CO2 reverse circulation principle is used for heating, the liquid CO2 absorbs sensible heat of air outside a vehicle in an evaporator pipe and then is converted into gaseous CO2, the gaseous CO2 enters the condensers after being pressurized and heated through the booster pumps, the high-temperature and high-pressure gaseous CO2 exchanges heat with the secondary refrigerant flowing through the surfaces of the condensers, and the temperature rises after the secondary refrigerant absorbs latent heat, so that the vehicle-mounted heating process is achieved.
