The invention provides vehicle communication control. A system includes a computer and a memory. The memory stores instructions to: determine that a vehicle communication channel busy rate exceeds a threshold; and then, based on determining that the channel busy rate exceeds the threshold, classifying a traffic condition of a road segment within a coverage area of the infrastructure element based on at least one of traffic density and a state of traffic lights. The memory also includes instructions to determine a broadcast policy for the road segment based on the channel busy rate exceeding the threshold and the classified traffic condition, wherein the broadcast policy is selected from the group consisting of (1) periodic broadcast of messages and (2) a set of policies limited to broadcast of specified messages.
