A rotary adjustable base comprises a mounting seat, an adjusting seat and an adjusting shaft, a first hinge part is arranged on the upper portion of the inner side of the mounting seat, a second hinge part is arranged on the lower portion of the inner side of the mounting seat, a third hinge part is arranged on the upper portion of the outer side of the adjusting seat, a fourth hinge part is arranged on the lower portion of the outer side of the adjusting seat, and the first hinge part is hinged to the third hinge part through a first hinge shaft; one end of the adjusting shaft is provided with a first external thread, and the other end is provided with a second external thread opposite to the first external thread in screwing direction; one end of the first threaded sleeve is in threaded connection with the first external thread, and the other end is hinged with the second hinge part through a second hinge shaft; and one end of the second threaded sleeve is in threaded connection with the second external thread, the other end of the second threaded sleeve is hinged to the fourth hinge part through a third hinge shaft, and the adjusting base can rotate around the first hinge shaft to be adjusted by rotating the adjusting shaft. The method can compensate the construction error of the perpendicularity between the davit and the rail surface, ensures that the guide height between the contact line and the rail surface is not changed in the expansion and contraction process of the bus bar, and ensures the stable operation of a locomotive.
