The railroad monitoring system according to the present invention is provided with: a cable (20) including communication optical fibers laid in a railroad (10); a receiver unit (331) which receives an optical signal from at least one of the communication optical fibers included in the cable (20); and a detection unit (332) which detects a pattern in accordance with the state of the railroad (10) on the basis of the optical signal and detects unusual states of the railroad (10) on the basis of the pattern in accordance with the detected state of the railroad (10).
