In the present invention, a protruding section (23) is provided with a fitting section with which the outer periphery of a cylinder (12) fits. When the cylinder (12) and a closure member (51) are assembled inside an outer cylinder (14), the length (h3) from an abutting section (31) to one end-side end section (111) of the outer cylinder (14) is greater than the length (h2) from another end-side end section (102) of the cylinder (12) to one end-side end section (73) of an outer peripheral side of the closure member (51). The length (h1) from one end-side end surface (23a) of the protruding section (23) to the abutting section (31) is greater than the difference between the length (h3) from the abutting section (31) of a bottom section (22) to the one end-side end section (111) of the outer cylinder (14) and the length (h2) from the other end-side end section (102) of the cylinder (12) to the one end-side end section (73) of the outer peripheral side of the closure member (51).
