The invention relates to the technical field of water-jet propulsion pumps of powered surfboards, and provides a high-speed water-jet propulsion pump and a powered surfboard. The water-jet propulsion pump comprises an outer stator, an inner rotor and an impeller arranged in the inner rotor; the inner rotor is annular, the outer edge of the impeller is connected with the inner wall of the inner rotor, a wheel shaft is arranged in the middle of the impeller, and the wheel shaft is fixed in the middle of a water inlet flow channel through a radial support so that the inner rotor can rotate in the outer stator through the wheel shaft; a gap is formed between the inner rotor and the outer stator, when the inner rotor drives the impeller to rotate, a low-pressure area is formed on the side, located at a water inlet of the impeller, of water flow, a high-pressure area is formed on the side, located at a water outlet of the impeller, of the water flow, and a cooling water path is formed by the high-pressure area and the low-pressure area through the gap; and the water flow in the cooling water path takes away heat on the outer stator in the flowing process, so that the working temperature of a motor of the high-speed water-jet propulsion pump is reduced.
