The invention discloses a highway pedestrian and vehicle passing sensing method based on a 4G probe. Road detection systems, a communication system and a management system are included. The road detection systems are distributed at intervals along a road, and each road detection system comprises a camera and a 4G probe; the communication system comprises an access layer switch, a convergence layer switch and a core layer switch. The management system comprises a computer, and the computer is connected with the core layer switch and exchanges data with the core layer switch; the camera shoots a passing vehicle and transmits data to the computer; the 4G probe detects a mobile phone signal in a coverage area and transmits the detected data to the computer; the computer analyzes and obtains vehicle information and driver information according to data transmitted by the camera; and the position, the moving track and the moving speed of the target mobile phone are analyzed and obtained according to the information transmitted by the 4G probe. According to the invention, people and vehicles on the road can be effectively monitored, so that cooperative behaviors of people, vehicles and roads can be effectively obtained.
