The invention discloses a steel rail on-line eddy current detection device which comprises nine eddy current detection assemblies, namely five rotating eddy current detection assemblies and four penetrating type L-shaped eddy current detection assemblies. The five rotating eddy current detection assemblies comprise a plane scanning probe with the diameter of 280mm and comprising four rotating point type probes, and four plane scanning probes comprising two plane scanning point type probes, and the diameter of each plane scanning probe is 105 mm, amounting to 16 detection channels. The detection range of the detection device can cover the top and the side face of a rail head of a steel rail to be detected and the bottom and the side face of a rail bottom, longitudinal and transverse surface and near-surface standard exceeding defects in the coverage range of the steel rail to be detected can be detected, and the detection standard is longitudinal and transverse notch grooves with the length * width * depth being 10 mm * 0.5 mm * 1 mm. And the allowable detection speed can be up to 3m/s.
