The invention discloses a system and a method for controlling a riding mode of a scooter and the scooter, the system for controlling the riding mode of the scooter comprises a switch part which is matched with a mudguard of the scooter and is used for acting when receiving triggering of the mudguard; the main controller comprises a power-on circuit trigger port, the power-on circuit trigger port is connected with the switch part, and the main controller is used for detecting the action of the switch part when the scooter is in a power-on state and outputting a mode switching instruction when the action of the switch part is determined to be a mode switching action so as to control the scooter to switch a riding mode. According to the system, mechanical keys can be omitted, and the structural design of an instrument part is simplified.
