An information acquisition unit (11) acquires information from a detection instrument (22) mounted in a vehicle (20). A close-call-incident determination unit (12) uses the information acquired by the information acquisition unit (11) and determines whether or not a close-call incident has occurred to the vehicle (20). A close-call-incident factor classification unit (13) classifies factors leading to the close-call incident determined by the close-call-incident determination unit (12). A close-call-incident level assessment unit (14) assesses the level of the close-call incident determined by the close-call-incident determination unit (12) and also assesses whether or not that level of the close-call incident has exceeded a predetermined threshold level. A notification destination determination unit (15) determines an object person who is to be notified with information of a close-call-incident that has been assessed, by the close-call-incident level assessment unit (14), to have exceeded the threshold level. In this configuration, the threshold level is preset for each combination of factor and object person.
