The invention provides a rubber composition for preventing tire discoloration and a tire. The rubber composition comprises, by mass, 100 parts of matrix rubber, 40-60 parts of carbon black, 3-7 parts of an active agent, 4-8 parts of an anti-aging agent, 1-5 parts of an adhesive, 1.5-3.5 parts of a vulcanizing agent, and 0.5-5 parts of a nonionic surfactant, wherein the nonionic surfactant is polyethylene glycol fatty alcohol ether and/or polyethylene glycol fatty acid ester. Compared with the prior art, the anti-aging agent is uniformly dispersed in the formula by using the nonionic surfactant, the solubility of the anti-aging agent in matrix rubber is improved, and the tire sidewall appearance can be improved and the sidewall discoloration problem can be solved while the tire sidewall performance is not influenced.
