The buoy comprises an antenna; a buoy shell, wherein a control and communication module, an inner oil tank, a power supply module, a buoyancy driving system and an outer oil bag are arranged in the buoy shell. The bottom of the buoy shell is connected with an underwater acoustic communication machine, the underwater acoustic communication machine is connected with a main floating body through a communication cable, and acoustic communication and cable communication are carried out between the underwater acoustic communication machine and the main floating body at the same time; wherein communication can be completed when any one normally works, the communication reliability is improved, the buoyancy driving system, the air bag and the buoyancy compensation module jointly act to obtain a large buoyancy adjusting amount, the water outlet height of the antenna is guaranteed while the deviation of the buoy system is reduced, and the communication success rate is improved.
