The invention provides a tower crane safety monitoring system and method. The system comprises a tower crane, moving stations and a network real-time dynamic positioning device; according to the tower crane, the moving stations are installed at the top, the middle and the bottom of a tower body, or the moving stations are installed at an arm body and corners of a suspension arm of the tower crane; the network real-time dynamic positioning device is used for measuring and calculating three-dimensional coordinates of the moving stations at the top, the middle and the bottom of the tower body in real time so as to monitor the perpendicularity of the tower crane in normal work in real time on the basis of the three-dimensional coordinates, measured and calculated in real time, of the moving stations at the top, the middle and the bottom of the tower body; or the network real-time dynamic positioning device is used for measuring and calculating three-dimensional coordinates of the moving stations at the arm body and the corners of the suspension arm in real time so as to monitor the elevation angle of the suspension arm of the tower crane during normal work in real time on the basis of the three-dimensional coordinates, measured and calculated in real time, of the moving stations at the arm body and the corners of the suspension arm. According to the system and the method, the measurement precision of safety monitoring of the tower crane can be improved, and normalized dynamic monitoring can be carried out.
