The invention relates to a marine lifting device with a movable anti-sway frame. The marine lifting device comprises a base unit, a lifting arm, a lifting arm linear driver, a movable anti-sway frame unit, a pull block, a lifting hook, a lifting rope, a pull block rope and an anti-sway rope, wherein a foundation pillar in the base unit is mounted on a ship deck; the first end of the lifting arm is connected with a rotary table, and the first end and the second end of the lifting arm linear driver are connected with the lifting arm and the rotary table respectively; the movable anti-sway frame unit is arranged on a rotary frame; the first end of the lifting rope is wound on a lifting rope winch, and the second end of the lifting rope sequentially penetrates through a plurality of guide pulleys to be connected with the lifting hook; the first end of the pull block rope is wound on a pull block rope winch, and the second end of the pull block rope penetrates through the plurality of guide pulleys to be connected with the pull block; and the first end of the anti-sway rope is wound on an anti-sway rope winch, and the second end of the anti-sway rope sequentially penetrates through the plurality of guide pulleys to be connected with the pull block. The lifting type movable anti-sway frame is adopted, the influence of sea waves and sea wind on goods can be rapidly adjusted and compensated, and multi-dimensional anti-sway is achieved. The marine lifting device has the advantages of being high in operability and integration degree.
