The structure is characterized in that a plurality of sound-absorbing plates are arranged inside a protective shell in the axial direction, the protective shell is annular, the sound-absorbing plates are variable-diameter circular rings, receding grooves are formed in the outer wall of the protective shell, sliding ring sleeves are arranged inside the receding grooves, and honeycomb buffer layers are arranged between the sliding ring sleeves and the protective shell; a plurality of air cushion rotating rollers are arranged in the sliding ring sleeve through connecting shafts and distributed at equal angles, a connecting ring is arranged at the bottom of the protective shell, a plurality of fixing holes are formed in the connecting ring, and a plurality of balance blocks are arranged on the top of the protective shell in the circumferential direction.
