A floating power plant comprises a floating hull having a shading structure comprising a photovoltaic solar panel, the shading structure being arranged on a series of floating devices, each floating device being hinged to one another. The system can be deployed in a large planar area, such as the surface of an entrance or bay where a solar panel chain can extend out. The power plant may include anair replacement tube having a lower end submerged in water and feeding air into a plenum in which a check valve directs air unidirectionally to an air turbine driving a generator. The air turbine ora wind turbine on a barge may be lifted or tilted to collect wind energy. And the captured energy is stored on a vehicle-mounted storage battery pack. Energy may be collected and stored, and the bargemay be brought to the shore when needed. The arrangement may be configured as a ground deployment. The power plant may be configured for use in dry land.
