The invention relates to the technical field of vehicle operation, in particular to a plug-in hybrid power energy-saving and emission-reducing operation method which can enable a driving mode of a vehicle to be flexibly converted between electric energy and fuel gas, solve the problem of manual conversion of a driver, reduce the energy consumption of the vehicle, facilitate vehicle management andimprove the practicability. The plug-in hybrid power energy-saving and emission reduction operation method comprises the steps that a speed monitoring unit monitors the real-time speed of a vehicle inreal time and sends the real-time speed of the vehicle; an electric quantity monitoring unit monitors the residual electric quantity of the vehicle in real time and sends the real-time electric quantity; a start-stop unit receives the vehicle real-time electric quantity sent by the electric quantity monitoring unit, and when the vehicle real-time electric quantity is higher than a preset electricquantity threshold value, a start instruction is generated and sent; when the real-time electric quantity of the vehicle is not higher than a preset electric quantity threshold value, a pause instruction is generated and sent; and a system processing unit is used for receiving the start instruction and the pause instruction sent by the start-stop unit, and if the start instruction is received, the real-time speed of the vehicle is received.
