The invention discloses a stepped hoisting system and hoisting method for a heavy bridge crane. The stepped hoisting system comprises an advancing chassis, a retractable slope, stepped positioning structures and stepped lifting structures. The advancing chassis comprises driving advancing wheels and a slope containing cabin. The driving advancing wheels are arranged on the two sides of the advancing chassis in the equipment lifting direction. The plurality of stepped positioning structures are in one-to-one correspondence with the plurality of stepped lifting structures. The stepped lifting structures are movably connected to the top of the advancing chassis through the stepped positioning structures, and the placing distances of the stepped lifting structures can be adjusted through the stepped positioning structures. The stepped lifting structures can lift components such as a crane end beam and the like to an installation position in a staged mode.
