The invention provides an air-ground patrol resource dynamic scheduling method and system jointly driven by data and a model, and relates to the field of traffic patrol. The method comprises the following steps: acquiring a daily patrol task, an emergency patrol task and a historical traffic event; analyzing and predicting the historical traffic events to obtain a predicted traffic patrol task; taking the daily patrol task, the emergency patrol task and the predicted traffic patrol task as traffic patrol tasks; performing task clustering processing on the traffic patrol tasks to obtain trafficpatrol tasks belonging each traffic teams; allocating the traffic patrol tasks to obtain policeman patrol tasks, police car patrol tasks and unmanned aerial vehicle patrol tasks; analyzing the policeman patrol tasks and the police car patrol tasks in combination with the road network data of a road area to obtain policeman recommended patrol paths and police car recommended patrol paths; and analyzing the unmanned aerial vehicle patrol tasks in combination with road network data of a sky area to obtain unmanned aerial vehicle planned patrol paths. The method improves utilization rate of patrol resources.
