The invention discloses a traffic flow monitoring method based on a photoelectric measurement technology. A central control processor, a vehicle jump-a-queue behavior prevention system, a bus real-time monitoring system and a vehicle driving area monitoring system are included. The vehicle jump-a-queue behavior prevention system, the bus real-time monitoring system and the vehicle driving area monitoring system are in communication connection with the central control processor. The vehicle jump-a-queue behavior prevention system comprises a first measurement module, a second measurement module, a lane detection module and a data processing module, the bus monitoring system comprises a database, a vehicle flow control module and a vehicle identification velometer. The vehicle driving area monitoring system comprises a vehicle weighing module, a vehicle measuring module and a control processing module. According to the invention, the road congestion probability can be reduced, the road passing efficiency is improved, and the time when the bus lane arrives at the stop board is accurately pre-judged, so that the reasonable arrangement of travel of travel people is facilitated; damage of large vehicles to a road in a limited area is effectively prevented, and the service life of the road is prolonged.
