The invention provides a tandem wing tilting rotor aircraft and an aircraft manufacturing method, and relates to the technical field of aircrafts. The tandem wing tilting rotor aircraft provided by the invention comprises an aircraft body, wing assemblies and rotor assemblies; the rotor assemblies are mounted on the wing assemblies; the wing assemblies are rotationally connected to the aircraft body and have a first working state and a second working state; in the first working state, the rotor assemblies drive gas to flow from front to back, and the wing assemblies are used for generating lift force in the gas flowing process; and in the second working state, the rotor assemblies are used for driving gas to flow from top to bottom to generate the lift force. According to the tandem wing tilting rotor aircraft provided by the invention, the working states of rotors can be adjusted through tilting of the wing assemblies, the gravity center setting range of the aircraft is enlarged, andthe layout and assembly difficulty of the aircraft is reduced.
