One or more embodiments of the invention provide an anti-winding device for a ship rotating shaft. The device comprises a stern tube arranged at a stern part, and a cutter assembly fixedly arranged atthe port of the stern tube; a propeller hub is arranged in the stern tube; a propeller is arranged at the end of the propeller hub; the cutter assembly comprises a disturbance rod parallel to the axis of the propeller hub and a chain saw arranged on the outer wall of the stern tube, the disturbance rod is arranged at the end of the stern tube and performs planetary rotation with the propeller hubas the axis, the chain saw is in power connection with the disturbance rod, and when the disturbance rod rotates, the chain saw cuts entanglements through rotation. The cutter assembly is arranged and comprises the disturbance rod and the chain saw, and the propeller hub and the propeller can be protected before winding; and if winding cannot be avoided, the disturbance rod and the chain saw cutoff and remove the entanglement, so that the propeller hub gets rid of winding.
