The invention discloses a thermal management system and an electric vehicle with the thermal management system. The thermal management system comprises a refrigerant branch and a heat dissipation branch which are communicated with a liquid cooling condenser, a compressor is arranged on the refrigerant branch, and the heat dissipation branch comprises a heat dissipation main branch, a charging heatdissipation branch and a power assembly heat dissipation branch; a three-way valve is arranged on the heat dissipation main branch; the three-way valve has a charging heat dissipation state enablingthe heat dissipation main branch to be communicated with the charging heat dissipation branch and a power assembly heat dissipation state enabling the heat dissipation main branch to be communicated with the power assembly heat dissipation branch, a radiator is arranged on the heat dissipation main branch, and the radiator is selectively connected with a charging wire harness or a power assembly heat dissipation accessory in series. According to the thermal management system, the charging heat dissipation branch used for cooling the charging wire harness can be expanded on the existing maturepower assembly heat dissipation branch, a heat dissipation system of the charging wire harness does not need to be independently arranged, and therefore the thermal management system is simple in structure.
