According to the invention, the magnetic blocks capable of generating the magnetic field are distributed in the protective layer; the magnetic field generated by magnetism and diamagnetism generated by water under the action of the magnetic field are utilized; however, due to the interaction of forces, the reaction force (lifting force) can be generated on the ship and the sailing resistance of the ship can be further reduced; meanwhile, the main composition of the marine fouling organisms is also organic matters and the organic matters also have diamagnetism, so that the magnetic blocks of the magnetic field generated by the protective layer can greatly reduce the attachment of marine fouling organisms and ensure the navigation effect, and the interaction between the magnetic blocks and water can further reduce the navigation resistance of the ship and improve the transportation capacity of the ship.
