The invention discloses a tandem tiltable rotor vertical take-off and landing aircraft control method and an aircraft, and the method comprises the steps: transmitting a received take-off instructionto a speed regulation mechanism, starting two groups of rotors through the control of the speed regulation mechanism for accelerated rotating take-off, and regulating and controlling the two groups ofrotors through the tilting mechanism to keep the aircraft balanced; and sending the received flight instruction to a speed regulation mechanism so that the speed regulation mechanism controls the twogroups of rotors to generate a rotating speed difference according to the flight direction, or sends the received flight instruction to the tilting mechanism so that the tilting mechanism drives thetwo groups of rotors to tilt according to the flight direction, and universal tilting flight of the aircraft rotors is realized. Universal tilting of rotors of the aircraft is achieved through coordination and cooperation of the speed regulating mechanism and the tilting mechanism, the aircraft flies flexibly, and the flight sensitivity is improved.
