The invention provides an ROV automatic attitude stabilizing device, which comprises a rudder wing driving device, a rudder wing, a flow direction detection device and a control unit. The rudder wingdriving device comprises a watertight motor and a transmission mechanism connected to the watertight motor; the rudder wing is connected with transmission mechanism; the flow direction detection device comprises a flow direction indicator sign, a magnetic identification disc and a non-contact sensor, the flow direction indicator sign and the magnetic identification disc are both movably arranged on a frame body, the flow direction indicator sign is connected with the magnetic identification disc, and the non-contact sensor and the magnetic identification disc are correspondingly arranged on the frame body; and the control unit comprises a controller, and the watertight motor and the non-contact sensor are electrically connected with the controller, so that the non-contact sensor adjusts the direction of the rudder wing through the watertight motor according to the sensed flow direction of the flow direction indicator sign. The stabilizing device is low in energy consumption, underwaterdetection of an ROV is facilitated, and the feedback sensitivity of a magnetic coupling measurement mode is high. The invention further provides an ROV.
