The invention provides a travel route generation device and a vehicle control device. The purpose of the present invention is to prevent passengers from feeling unpleasant during automatic travel in acurve section of a travel lane. The vehicle control device (10) for performing automatic travel control of a vehicle, a travel route generation unit (16) that generates a travel route for causing thehost vehicle to travel along the travel lane on the basis of the shape of the travel lane and the detection result of the lateral position of the host vehicle on the same travel lane; a path is generated as a travel path when traveling in a curve section of the travel lane, the path being a path in which an offset distance, which is a distance of lateral position offset of the host vehicle on thetravel lane, is maintained at a value at the time of entry of the curve section.
