The invention relates to the technical field of angle measurement of a semi-submerged propeller propelling device, and especially relates to a semi-submerged propeller propelling device angle measuring tool and method. The device comprises a positioning plate and an adjusting plate. A first strip-shaped hole is formed in the plate surface of one end of the positioning plate. A second strip-shapedhole is formed in the plate surface of the adjusting plate. The first strip-shaped holes and the second strip-shaped holes are formed in a crossed mode and fixed through bolts to achieve detachable connection of the positioning plate and the adjusting plate. A right-angled notch is formed in one corner of the plate surface at the other end of the positioning plate. One edge of the right-angled notch is a first working edge. The length direction of the first working edge is consistent with that of the positioning plate. One side of the plate surface at one end of the positioning plate vertically extends outwards along the width direction of the positioning plate to form a convex plate. One plate edge of the protruding plate is a second working edge, the second working edge and the first working edge are parallel to each other, the adjusting plate is in a T shape, the edge line of the end portion of the T-shaped end of the adjusting plate is a third working edge, and efficient and accurate angle measurement can be carried out on semi-submerged propeller propelling devices of different types.
