A device according to one aspect of the present invention is a traffic light control device capable of controlling the colors of traffic lights in a target intersection and a downstream intersection,the traffic light control device being provided with: an acquisition unit which acquires a row length of a row of vehicles which are passing an entrance route of the target intersection, and the length of a vacant space in a route to be traveled by the row of vehicles; and a control unit which determines, according to a comparison result between the row length and the length of the vacant space, whether to control the colors of the traffic lights, corresponding to the route to be traveled by the row of vehicles, in the downstream intersection.
