The embodiment of the invention relates to the technical field of rail transit, and discloses a ground control method, device and equipment based on resource management and a storage medium. The method comprises the steps of firstly obtaining a resource management table of a current train, reading a resource setting task corresponding to trackside signal equipment from the resource management table, and running the resource setting task so as to set the resource state of the trackside signal equipment. Visibly, according to the embodiment of the invention, the setting operation of the trackside signal equipment is carried out by using the resource management table, so that the setting efficiency of the trackside signal equipment can be greatly improved, and the technical problem of low efficiency of resource setting behaviors for the trackside signal equipment is solved.
