The invention discloses a traffic light vehicle speed guiding system, whichrelates to the technical field of Internet of Vehicles application. The system comprises traffic light annunciators arrangedat all intersections and vehicle-mounted mobile PADs installed in vehicles. Each of the traffic light annunciator and the vehicle-mounted mobile PAD comprises a 5G communication module and a central processing module. The traffic light annunciator further comprises a signal light second reading module, the vehicle-mounted mobile PAD further comprises a display module, a control module and a vehicle steering information reading module, and the vehicle-mounted mobile PAD further comprises an identity recognition module and a vehicle owner habit collection module. A driver can control the vehicleaccording to the calculated guiding speed, so that the vehicle can pass through the intersection safely and smoothly at a more reasonable speed, the driving and riding experience of the personis improved, the intersection passing efficiency is improved, the occurrence rate of traffic accidents is reduced, oil consumption and carbon emission are reduced, and experience and a basis are provided forarray automatic driving.
