According to the pipeline underwater construction device, by mounting a manipulator device on the outer side of a main beam of a crane and through a clamping bracket and a pipeline frame of the manipulator device, an underwater pipeline can be clamped and fixed,so that the underwater pipeline cannot fall off in the moving process, a pipeline polishing mechanism is installed at the top of the pipeline frame, a bearing and a transmission gear are driven by atransmission motor and a speed reducer to rotate, and therefore the underwater pipeline fixed to the inner side of the pipeline frame can be polished by driving a steel wire roller to rotate, and meanwhile, the underwater pipeline can be cleaned by more than 180 degrees, 360-degree cleaning can be completed only by moving the same position once, and the cleaning efficiency of the coating and rustof the underwater pipeline is remarkably improved.
