The method comprises the following steps: a relay transmission node establishes communication connection with a plurality of vehicle-mounted mobile terminals, and determines whether to communicate with a first vehicle-mounted mobile terminal on a licensed frequencyband or to communicate with the first vehicle-mounted mobile terminal on an unlicensed frequency band; if it is determined that communication with the first vehicle-mounted mobile terminal is to be performed on the licensed frequency band, the relay transmission node notifies the first vehicle-mounted mobile terminal to perform communication on the licensed frequency band; the first vehicle-mounted mobile terminal collects battery state information of the electric vehicle; in response to the collected battery state information of the electric vehicle, the first vehicle-mounted mobile terminalsends a cache state report to the relay transmission node; in response to receiving the buffer status report, an uplink grant for the first in-vehicle mobile terminal is generated by the relay transmission node.
