After a cable rotating system is connected to a spacecraft, the linear speed is reduced through outward movement, and the method is very ideal. However, in the outward moving process, due to the factthat the angular momentum is reduced, the angular speed becomes very low and even lower than 0.001 rad/s, and the period is very long. Moreover, outward movement to the position 3-6 times of the buttjoint radius cannot be realized before 10-20 or more autorotation periods, the process takes tens of minutes or more, and is too long. The invention provides a free outward moving method which can greatly reduce the time consumed in the outward moving process. By means of the method, the variable-diameter rope can be moved outwards to the position 3-6 times of the butt joint radius and withdrawn within one period.
