According to the invention, by inflating the air bag, the contact area between a rotary drum and the wind is increased and reduced, so that the lift force and the resistance can be adjusted in the operation process, the lift force and the resistance are prevented from being controlled only by the wind power and the air density in the nature, and the lift force and the resistance are convenient to adjust.
