A control unit according to an embodiment of the present invention has a speed detection unit to detect the moving speed of a passenger on the basis of imaging data, a density detection unit to detectpassenger density on the basis of the imaging data, and a boarding rate detection unit to detect the boarding rate of passengers. The control unit compares each of the moving speed detected by the speed detection unit, the passenger density detected by the density detection unit, and the boarding rate detected by the boarding rate detection unit to threshold values corresponding to each of these,and controls a drive device in accordance with the comparison results so as to control the moving speed of the plurality of steps.
