The invention discloses a cable penetrating device, which belongs to a boarding cable pile penetrating and winding tool. The device comprises a housing, a rotating ring, a cable tying piece, a drivingmechanism, a locking mechanism, a limiting mechanism and a rod body. The elastic force of the coil spring is used for providing rotating power for the rotating ring, and the rotating ring rotates toguide a mooring rope to be wound around a bollard in a communicating mode. The device is small in overall size, simple in structure, free of electric power, convenient to use and capable of rapidly winding the mooring rope on the bollard in a communicating mode.
