The invention discloses an active variable steering system based on a planetary gear set mechanism. The active variable steering system comprises: a steering device; a double-row planetary gear set device, wherein the double-row planetary gear set device comprises a first sun gear, a first planet gear, a gear shaft, a second sun gear, a second planet gear, a planet carrier and a gear ring, the first sun gear is fixedly mounted at one end of the input shaft, the gear shaft is rotatably arranged at the other end of the input shaft in a sleeving manner, the second sun gear is fixedly arranged atone end of the gear shaft and is rotationally arranged on the input shaft in a sleeving manner, the first planet wheel is in engaged transmission with the first sun wheel, and the second planet wheelis in engaged transmission with the first planet wheel, the second sun wheel and the gear ring at the same time; an output shaft; and two locking devices which are used for selectively locking the planet carrier or the second sun gear and then stopping rotating. The invention discloses an active variable steering method based on a planetary gear set mechanism.
