A rack bar blank material (10) includes a rack portion (14) located at the end side of the axial direction of a hollow shaft material and configured to mesh with a gear; and an end portion (12) whichis provided closer to the end side of the hollow shaft material than the rack portion. The end portion (12) has a diameter which is larger than that of a minimum circle embracing a section of the rackportion (14) which is perpendicular to the axial direction and is equal to that of a shaft portion (13) at the other end side of the shaft material in the axial direction. The invention further relates to a rack bar, a rack bar blank manufacturing method and a rack bar manufacturing method.
