The invention provides a rocket fairing ground recovery system and method, and belongs to the technical field of rocket fairing recovery, and the recovery system comprises a deceleration system whichcomprises a controllable parafoil and a reverse thrust device which are arranged on a fairing; a control system which is used for controlling the operation of the controllable parafoil and the reversethrust device; a land receiving system which is provided with a mobile landing platform, and the mobile landing platform is provided with a buffer net used for receiving the fairing. According to therocket fairing ground recovery system, a fairing enters a return track, a controllable parafoil controls gliding of the fairing, a reverse thrust device further reduces the speed of the fairing, andfinally, a buffer net on a mobile landing platform receives the fairing; the fairing is recycled on the land, uncertain factors of the marine environment recycled on the sea are reduced, and meanwhile, the mobile landing platform is arranged on the land, so that the maneuverability of the mobile landing platform is enhanced.
