The invention discloses a pedaling frequency sensor and a power-assisted bicycle. The pedaling frequency sensor comprises a rotating disc, a plurality of magnets, a first Hall element and a second Hall element, wherein the magnets are uniformly arranged on the rotating disc at intervals in the circumferential direction of the rotating disc, and the first Hall element and the second Hall element are arranged on one side of the rotating disc in the radial direction. The first Hall element and the second Hall element are arranged in parallel to form a control circuit. The first Hall element, thesecond Hall element and the magnets are matched with one another, so that when the rotating disc rotates forwards, the control circuit outputs a pulse high level; and when the rotating disc rotates reversely, the control circuit keeps low-level output. According to the invention, the use of an MCU is saved, and the output pulse signals after parallel connection are directly used by a vehicle control system by adjusting the mounting modes and properties of the first Hall element, the second Hall element and the magnets.
