The invention belongs to the technical field of battery management, and particularly relates to a multi-group lithium battery pack parallel charging and discharging control system and a development method. The system comprises a master control module, a communication network group module, a charging and discharging control loop module and an identity recognition module. The communication network group module comprises two groups of CAN communication networks. The CAN communication network is composed of an internal CAN communication network and an external CAN communication network. The plurality of external CAN communication networks are connected in parallel with each other on a charger and a communication network of an external load; the plurality of internal CAN communication networksare connected in parallel to form an independent communication line; the internal CAN communication networks and the external CAN communication networks are isolated from each other; and on the basisthat no extra module is added, whether a current battery pack is in a single-pack operation state or a multi-pack parallel operation state can be automatically recognized through the communication network group module, and charging and discharging control is carried out on the battery packs respectively.
